Newell, P.E., City Engineerk�%� , <br /> SUBJECT: Illinois Commerce Commission Stipulated Agreement No. 1196 <br /> Concerning Highway - Rail Grade Crossing Protection Improvements at the <br /> 27th Street/Illinois Central Railroad Company Main Track <br /> City Project 06-14 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing <br /> Stipulated Agreement No. 1196 with the Illinois Commerce Commission (ICC) regarding the <br /> installation of railroad grade crossing protection on 27th Street at the Illinois Central track crossing <br /> just south of Caterpillar. The Agreement requires the City to pay 10% of the $126,438.00 <br /> improvement cost which is $12,644. Staff further recommends that Council approve a second <br /> resolution authorizing the expenditure of Motor Fuel Tax Funds to pay for the City's portion of the <br /> proposed improvements. <br /> BACKGROUND: <br /> The Illinois Central grade crossing on 27th Street is primarily used as a switching track for the <br /> railroad. The track crossing is currently protected with flashing lights. After a review of the <br /> crossing, the Illinois Commerce Commission proposes the installation of flashers and gates. Illinois <br /> Central will be required to improve the grade crossing surface as part of the work. The City's <br /> portion of the work will only involve the crossing protection and not the surface work. <br /> POTENTIAL OBJECTION: There are no known objections. <br /> INPUT FROM OTHER SOURCES: Illinois Commerce Commission <br /> STAFF REFERENCE: Steve Swanson, Director of Engineering and <br /> Infrastructure at 424-2747 <br /> Matt Newell, City Engineer at 424-2747 <br />
