Newell, P.E., City Engineerk�%� , SUBJECT: Illinois Commerce Commission Stipulated Agreement No. 1196 Concerning Highway - Rail Grade Crossing Protection Improvements at the 27th Street/Illinois Central Railroad Company Main Track City Project 06-14 SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution authorizing Stipulated Agreement No. 1196 with the Illinois Commerce Commission (ICC) regarding the installation of railroad grade crossing protection on 27th Street at the Illinois Central track crossing just south of Caterpillar. The Agreement requires the City to pay 10% of the $126,438.00 improvement cost which is $12,644. Staff further recommends that Council approve a second resolution authorizing the expenditure of Motor Fuel Tax Funds to pay for the City's portion of the proposed improvements. BACKGROUND: The Illinois Central grade crossing on 27th Street is primarily used as a switching track for the railroad. The track crossing is currently protected with flashing lights. After a review of the crossing, the Illinois Commerce Commission proposes the installation of flashers and gates. Illinois Central will be required to improve the grade crossing surface as part of the work. The City's portion of the work will only involve the crossing protection and not the surface work. POTENTIAL OBJECTION: There are no known objections.
