ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
Memo No. 06-162
July 12, 2006
TO: Honorable Mayor Paul Osborne and City Council Members
FROM: Steve Garman, City Manage ,
Dane C. Bragg, AICP, Assis nt City Manager
Mark L. Smith, Senior Planni'"v
SUBJECT: Municipal Brownfields Redevelopment Grant & Agreement
SUMMARY RECOMMENDATION: Staff recommends approval of the attached
Brownfield Redevelopment Grant Agreement as it relates to the property commonly
known as 735 N. Martin Luther King, Jr., Drive, Decatur, Illinois.
BACKGROLTND: The City has been awarded a grant from the Illinois Environmental
Protection Agency (IEPA) in the amount of $85,393.00 to conduct preliminary site
investigation and prepare preliminary remediation objectives. The proposed project
involves the investigation and potential removal of up to four (4) underground storage
tanks (USTs) associated with a former gas station at 735 North Martin Luther King, Jr.
Drive in Decatur. This property is located in the area of Phase III of Wabash Crossing.
The brownfield site contains approximately 0.40 acres. The only visible structures on the
site at this time are four (4) vent pipes. Local, State or Federal records do not contain any
information as to what kind, how many or if any UST's are buried at this location.
Because there are four (4) vent pipes, it is assumed that there are 4 USTs still present at
the Site.
The property is proposed to be enrolled in the Illinois EPA Site Remediation Program
(SRP), and that the site-specific plan included in the grant application will be further
refined and mutually agreed to by the contractor and IEPA which will:
1. Investigate/assess and locate the USTs or former locations of the USTs.
2. Determine if a release has occurred; and, if so assess the concentration of
contaminants at the area.
3. If USTs are present, determine the size of the USTs, volume of liquid
remaining in the USTs and obtain samples for waste profile analysis.
4. Define the extent of contamination in soil and groundwater if concentrations
of contaminants are exceeding applicable standards.
