All attorney expenses are to be assumed by the City. i <br /> Phase I-Initial Pro'ect Review Pre are Eli ibilit Plan II' <br /> Meet with the community to explore the feasibility of TIF as a financial tool: I <br /> ► Review the project area to ascertain project parameters and determine whether it li <br /> appears to qualify under the standard for Illinois Tax Increment Financing Law. I <br /> ► Establish Project Area Boundary. The City will provide the Legal Description for the <br /> boundary of the proposed Redevelopment Project Area. The City will confirm the PIN's to <br /> be included in the Project Area Boundary. <br /> ► Review each parcel according to the criteria set forth in the Illinois Tax Increment Law. <br /> ► Document all criteria related to each parcel. <br /> ► Determine if, and under what category, the area qualifies as a TIF. <br /> ► If a certified Engineer's statement is necessary to determine chronic flooding, the City will <br /> be responsible for obtaining that statement. <br /> ► Prepare study documenting the findings according to the Illinois Tax Increment Law. <br /> Phase II-Prepare Project Redevelopment Plan <br /> ► Prepare Project Redevelopment Goals and Objectives for the TIF Plan in conjunction with <br /> the City's Comprehensive Plan. <br /> ► Develop revenue estimates, program costs, and plan budget. <br /> ► Prepare legal certifications under the law. <br /> ► Project EAV and Tax Increment for the Project Area. <br /> ► Prepare Project Redevelopment Plan. <br /> Phase III-Adoption of Project <br /> ► Attend and make presentations at all public meetings and provide guidance to the City in <br /> the public participation process. <br /> ► Confer with the TIF Attorney on the construction of adoption timeline. <br /> -3- <br />
