EXHIBIT 1 ' <br /> CABLE TELEVISION FRANCHISE ORDINANCE <br /> Decatur,Illinois <br /> T13e references below relate to Insight's proposed revisions to the Cable Television Franchise <br /> Ordinance("Ordinance") for the City of Decatur, Illinois ("City") and Insight Communications <br /> Midwest, LLC ("Insight"),prepared by the City on February 21, 2006 and redlined by Insight on <br /> Apri124,2006. The City's authority to <br /> pursue an institutional network at the time of renewal is set , <br /> � forth in federal law at 47 U.S.C. § 541(b)(3)(D)as well as 47 ��, <br /> U.S.C. § 531(b).
