E., City Engineer �� <br /> SUBJECT: Water Service Agreement for 1582 West Elwin Road <br /> SUMMARY RECOMMENDATION: �i <br /> It is recommended by staff that the City Council approve the attached resolution authorizing a ' <br /> Water Service Agreement between the City of Decatur and the property owners of 1582 West Elwin <br /> Road. <br /> BACKGROUND: <br /> On October 10, 2005, the City Council approved the 2005 Water Main Extension Project, City <br /> Project OS-01, to provide water on Taylor Road, from Heritage Drive to County Highway 30 on the <br /> south side of Decatur. This water main has been installed and is now receiving connections. As is <br /> typical with water main extensions that are installed beyond City limits,nearby residents <br /> periodically request permission to have access to City water. To service properties not currently <br /> within the City, a Water Service Agreement must be entered into between the City and the property <br /> owner(s). <br /> In early 2006,the owners of 1582 West Elwin Road, Eddie and Arlene Morgan, approached City <br /> staff requesting water service to their 4.5 acre parcel of land located just over 200' west of Taylor <br /> Road and the new City water main. The Morgan's have proposed to pay the cost to extend a water <br /> main to the west end of North Street in Elwin to provide service to their property and to provide a <br /> possible future extension to serve other undeveloped land along the northwest side of Elwin. <br /> The Water Service Agreement included herewith provides for the Morgan's to extend, at their <br /> expense, approximately 216 feet of 8"water main within the North Street(Elwin- South Wheatland <br /> Township) right-of-way. Upon acceptance by the City, the main will become part of the City's <br /> water system and under City ownership and maintenance. This is a typical arrangement for <br /> subdivision developments desiring to connect to City water. <br /> As part of the agreement, in consideration of the water main extension(estimated to cost between <br /> $8,000 and$10,000), the City will waive future water tapping fees (estimated at $6,419.00) for <br /> three properties owned by the Morgan's comprising of 1561, 1575, and 1582 West Elwin Road. <br />
