Alexander, Director of Water Management � <br /> SUBJECT: South Water Treatment Plant Chlorine Feed System Improvements <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached resolution approving Task Order No. 9, with Attachments A and B, <br /> for a Continuing Agreement for Engineering Services with Black & Veatch Corporation to <br /> provide prebid and construction phase services for South Water Treatment Plant chlorine feed <br /> system improvements at a cost not to exceed $114,800. <br /> BACKGROUND: <br /> In 2004 Council authorized Black & Veatch to provide engineering services and bid <br /> specifications for chlorine gas safety improvements at the South Water Treatment Plant to <br /> reduce the potential for accidental chlorine releases and to replace aging equipment. These <br /> services were completed and the project was deferred for one year due to budgetary <br /> constraints. The federally mandated Risk Management Program (for hazardous chemical <br /> safety) and the International Fire Code 2003 (currently adopted by the City) require mitigation <br /> for these potential releases. Chlorine gas can be highly toxic if released into the air. The <br /> safety improvements of this project are: <br /> ■ Chlorine leaks cannot occur from the new piping since the system will operate under <br /> negative pressure (a vacuum). Vacuum systems allow outside air to be drawn into the <br /> piping rather than chlorine being released into the air. <br /> ■ Eliminates all pressurized chlorine in the feed system and associated safety concerns. <br /> ■ Eliminates two existing aging liquid chlorine evaporators and their associated maintenance <br /> and safety concerns. <br /> ■ Dramatically reduces the risk to City staff and the general public from a large accidental <br /> chlorine release. <br /> ■ In the unlikely event that a chlorine release does occur in the future, this project also <br /> includes the installation of a chlorine gas scrubber, which chemically converts chlorine gas <br /> into a non toxic compound. <br /> This resolution authorizes Black & Veatch to update the two year old bid specifications, <br /> update cost estimates, and provide construction management services during actual <br /> construction. <br />
