Variances from these procedures shall also consider the affect of rehabilita.tion on the <br /> neighborhood and surrounding properties, and health or safety hazards, which will be <br /> eliminated, and the after-rehab value of the property. <br /> Example of an additional condition that should be talcen into consideration includes but is <br /> not lunited to the following: <br /> The rehabilitation of the property being substantial enough to noticeably improve its <br /> neighborhood or block. <br /> The rehabilitation of a dilapidated or threatened structure that has historic significance. <br /> Exceptions to the terms and conditions set forth above will be documented in the <br /> applicant's file as to extenuating circumstances and neighborhood characteristics <br /> considered in reaching a decision and approved in writing by the EUD Review <br /> Committee and the TIF Administrator. <br /> APPLICATION AND PROCESSING FOR REHABILITATION ASSISTANCE <br /> This section outlines procedures for preparing, processing and approving an application for <br /> housing rehabilitation ascertains. Each application will be scored; projects with the highest <br /> scores will receive funding priority. To qualify for the Minor Rehab Program applicant must <br /> receive a minimum score of 40 points; to qualify for the Major Rehab Program applicant must <br /> receive a minimum score of 60 points. <br /> A. Obtain the following information from and about the applicant, subject dwelling, etc.: <br /> a. Proof of Ownership i.e. updated title policy and/or a copy of the recorded deed, <br /> b. Verification of applicants available funds: letter of credit, savings and checking <br /> information including C.D. information, etc., <br /> c. Homeowner's insurance binder. <br /> 4. Advise applicants concerning the specific conditions under which a loan can be made. <br /> 5. Advise applicants of the terms and conditions of the program. <br /> 6 <br />
