COUNCIL COMMUNICATION FORM <br /> Engineering & Infrastructure Memorandum <br /> NO. 2006-22 i <br /> March 29 2006 <br /> , <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garm ity Manager <br /> Stephen Swa n, P.E., Director of Engineering & Infrastructure <br /> SUBJECT: Red Tail Run Golf Course <br /> Pedestrian and Golf Cart Crossing <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution amending a <br /> resolution the City Council approved at its meeting of March 6. <br /> BACKGROUND: <br /> City Council, at its meeting of March 6, 2006, approved a resolution approving an agreement <br /> with the Decatur Park District for the District to install improvements in Grove Road for a golf <br /> path crossing and provide enforcement of the posted speed zone. It was noted during the City <br /> Council's discussion of this matter that there was an enforceability issue resulting from the <br /> planned location for the speed limit signs. The Council proceeded to approve the resolution with <br /> the understanding that the necessary revisions would be made to the planned improvements to <br /> address the enforcement issue. <br /> Phil Cochran, the District's engineer for the project,has prepared a revised layout for traffic <br /> control signage in Grove Road for the crossing to address the enforcement issue. City staff has <br /> met with Mr. Cochran to review the revised layout and determined it to acceptably address the <br /> enforcement issue. The revised layout shifts the location of all signage back approximately 200 <br /> feet in each direction along Grove Road. A copy of the revised plan is attached. <br /> POTENTIAL OBJECTION: There are no known objections to this <br /> resolution. <br /> INPUT FROM OTHER SOURCES: Wendy Morthland, City Corporation <br /> Counsel and Phil Cochran of PWC <br /> Consulting Engineers. <br />
