�� �e � ! � <br /> FY 2005 CDBG <br /> SUBRECIPIENT AGREEMENT <br /> THIS AGREEMENT, entered this �day of Lfi'�--2006 by and between the City of <br /> Decatur, Illinois, as grantee under Title I of the Housing and Community Development Act of <br /> 1974 (herein called the "City"), and Richland Communitv Colle�e (herein called the <br /> "Subrecipient"). <br /> WHEREAS, the City has applied for and received funds from the United States Government the <br /> U.S. Department of Housing and Urban Development ("HUD") under Title I of the Housing and <br /> Community Development Act of 1974, Public Law 93-383; and <br /> WHEREAS, the City wishes to engage the Subrecipient to assist the City in utilizing such funds <br /> in accordance with HUD guidelines and Federal regulations; <br /> NOW, THEREFORE, it is agreed between the parties hereto that; <br /> I. STATEMENT OF WORK: <br /> A. Activities: <br /> The Subrecipient will be responsible for administering a CDBG Year 2005 Tenant <br /> Counseling Program in a manner satisfactory to the City and consistent with any <br />� standards required as a condition of providing these funds. Such programs will <br /> include the following activities eligible under the Community Development Block <br /> Grant Program: <br /> Program Delivery <br /> Activity#1 <br /> Conduct workshops and seminars to low and moderate income individuals who reside <br /> within City of Decatur to provide information on successful tenant and <br /> homeownership strategies, as outlined on pages 2-4 of the Proposal dated January 13, <br /> 2006. Participants will receive manuals, workbooks, and other resources along with <br /> access to a "help desk" counselor. Participants will create a Peer to Peer support <br /> group. Childcare and transportation reimbursement will be offered on a limited basis. <br /> Estimated 40 persons will complete at least one workshop, 8 persons will receive <br /> individual counseling sessions, and 480 persons will receive general educational <br /> information about successful renting and homeownership. Goal is for at least twenty <br /> (20) persons to obtain and/or maintain decent, safe and sanitary housing for at least <br /> one year. <br /> Subrecipient Agreement(Rev. 03/08/06 TC:RDI) Page 1 of 18 <br />
