Alexander, Director of Water Management �� <br /> SUBJECT: Illinois Environmental Protection Agency (IEPA) Authorization Letter <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached resolution allowing the Mayor to sign the attached IEPA <br /> authorization letter. <br /> BACKGROUND: <br /> The City owns a hilly, grassed parcel of land, know as the Corley Landfill, located on the south <br /> bank of the Sangamon River, west of South U.S. Route 51 and north of South Side Drive. This <br /> ex-landfill is in year 11 of a 15 year IEPA approved post landfill closure monitoring and <br /> maintenance plan. The landfill was used to dispose of lime residuals from the South Water <br /> Treatment Plant. <br /> Rob Shirley, Water Production Manager, has been the City's IEPA approved site operator for <br /> several years. His tasks have included submitting required documents to IEPA. New IEPA <br /> regulations require that the City's top elected official (the Mayor) formally authorize Mr. Shirley <br /> to sign applications and other applicable documentation regarding the Corley Landfill. Per <br /> Illinois State Statute, Council must approve this type of mayoral authorization. <br /> POTENTIAL OBJECTION: <br /> None. <br /> INPUT FROM OTHER SOURCES: <br /> Stu Cravens, Kelron Environmental (City consultant for the site). <br /> STAFF REFERENCE: <br /> Keith D.
