DECATUR POLICE DEPARTMENT
MEMORANDUM#E06-24 i
Date: March 3,2006
To: Mayor Paul Osborne and City Council
From: • Steve Garman,City Manager ._ I
James Anderson,Acting Chief of Police I
Reference. 2006 Justice Administration Grant(JAG)
2006-F2417-IL-DJ
Purpose:
The purpose of this memorandum is to inform council of the application for the 2006 Justice
Administration Grant offered through the Bureau of Justice Assistance. This grant is a repeat offering of
the JAG grant the police departmeut has received in the past. The JAG Grant replaces the Loca1 Law
Enforcement Block Grants of the past. This grant will begin in October,2006 and run through
September, 2008.
 Bac round•
 •
The JAG program was established within the Bureau of Justice Assistance(BJA)under the Omnibus
Fiscal Year 2006 Appropriations Act. The level of funding for this grant is$52,520. However, the
Courrty of Macon has applied as a Disparate Jurisdiction to the Staxe of Illinois Attorney General and was
granted disparate stazus. An agreement between Sheriff Dawson and Acting Chief of Police James
Anderson was reached, resulting in the same percentage of fund sharing as in past agreements. The
agreement is for the County of Macon to receive 25 percern or$13,130 in JAG funds, redirected from
City of Decatur's funding. The remaining 75 perceut or$39,390 in JAG funds will be available for the
Decatur Police Departrnern.
The cunerrt JAG grant has been used to provide hireback patrols and purchase less-lettial defensive
weaponry. The proposed JAG grazrt will also be used for less lethal weaponry and hireback patrols to
enhance community policing efforts. Without these federal funds to augmerrt the curreut police patrols
and purchase equipmeut, funding would not curretly be available. There is no match attached to this
grant application.
Reference:
The cunent offering of the Justice Administration Grant funds through the BJA provides additional funds
for coirtinued hireback patrols to enhance the efforts of community policing and crime preverrtion.
Recommendation:
It is the recommendation of the Decatur Police Department that the city council approve a resolution to
accept the grant and authorize the use of the funds as proposed.
Staff Reference: Acting Police Chief James Anderson
j aanders ona?decatu rnet.or
424-2741
Deputy Chief David Slade, Jr.
drslade(a,decaturnet.or
424-2742
