: I''
MANAGEMENT SERVICES DEPARTMENT ',
Management Information Services Division !
MEMORANDUM 2006-01 i
February 27, 2006 'i
MEMO TO: Honorable Mayor and City Council Members
FROM: Steve Garman, City Manager
Gerard J. Bauer, Assistant City Manager for Administration
David S. Johnston, Manager, MIS Division
SUBJECT: Purchase Agreement for GIS Software
SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached resolution,
authorizing the City Manager to execute a purchase agreement with
ESRI, Incorporated for the purchase of Geographic Information System
(GIS)Software.
BACKGROUND: The city has for several years invested in ESRI software and in
electronic maps in ESRI file formats, for individual GIS users. This
additional software will further enable the City of Decatur to capitalize on
existing Geographic Information System (GIS) resources found in
various city departments, while also establishing a solid foundation for
future cross-departmental GIS enterprises. Currently, departmental GIS
resources only serve the single department that maintains the data; a
unified city-wide GIS will be constructed with this new software, allowing
every department to access their own data and the shared data from
other departments. The software will create the environment for a
seamless integration with new Engineering AutoCAD drawings based on
the aerial photos and map projections that we have commissioned in
concert with Macon County. It will also allow the City of Decatur to share
information with other units of local government. This reduces data
redundancy and wasted time in collecting and processing GIS data from
multiple sources. Most importantly, the software is an upgrade in
analysis power, in that it will allow us to add GIS functionality of mapping
and data analysis to our current and future City of Decatur developed
main-line-of-business software systems.
POTENTIAL OBJECTORS: None anticipated.
INPUT FROM OTHER SOURCES: ESRI ARC GIS software is the standard within the State of Illinois, and
ensures our continued compatibility with all other local agencies using
GIS software, as well as with state and federal agencies.
STAFF REFERENCE: Gerard J. Bauer, Management Services Director(424-2805);
David S. Johnston, MIS Manager(424-2703)
BUDGET/TIME IMPLICATIONS: The $25,138.24 will be paid from the MIS Fund, which is funded on a pro
rata basis by the other funds which receive support from it, and is within
existing appropriation authorizations. Further, the Decatur Urbanized
Area Transportation Study (DUATS) will reimburse the City of Decatur
80% of the purchase price or$20,080.00.
2 Attachments
