a - y
DECATUR POLICE DEPARTMENT
MEMORANDUM #06-13
Date: February 15,2006
To: Mayor Paul Osborne and City Council
From: Steve Gar , ity Manager
James Ande , Chief of Polie'tl"`.
Reference: 2006 Mobile Data Computer(MDC) Equipment Grant#401611
Purpose: The purpose of this memorandum is to inform the Mayor and City Council of the
successful application for the 2006 Mobile Data Computer Equipment Grant offered through the
Illinois Criminal Justice Information Authority. The department seeks city council's approval of
a hard match for the grant and authority to purchase two new mobile data computers.
Background: This is a Byrne Grant of federal pass-though dollars for municipal, county and
state police departments to purchase mobile data computers. This federal grant is administered
by the Department of Justice, Bureau of Justice Assistance and passes through the Illinois
Criminal Justice Information Authority. The level of funding for this grant is $9,432. The grant
requires a cash match of 25% or $3,144. The total amount to be disbursed is $12,576. Funding
will be used to purchase two mobile data computers and mounting hardware to replace two of
our current units which cannot be repaired. By grant regulations, this equipment must be
invoiced by March 31, 2006.
Reference: The department's mobile data computer vendor (Microslate)recently filed
bankruptcy leaving the department without a means to get MDCs repaired. Since the current
MDCs can no longer be technically supported, the department is actively seeking funding for
new MDCs. This MDC grant became available in January of 2006 and will provide funding for
two MDCs. The department is in the process of obtaining bids on Panasonic mobile computers.
Panasonic is the largest provider of MDCs to public safety agencies and has an excellent
reputation and support network.
Recommendation: It is the recommendation of the Decatur Police Department that the city
council review and approve the grant application and approve the 25% cash match required to
receive these funds and authorize the purchase of two new mobile data computers.
Staff Reference:
James A. Anderson, Acting Chief of Police, telephone 424-2744
E-mail-jaanderson@decaturnet.org
David Slade, Deputy Chief of Police, telephone 424-2742
E-mail-drslade @decaturnet.org
Attending the meeting will be: Acting Chief Anderson and Deputy Chief Slade
