means an individual and his or her spouse, if any, who has not owned a home during the three- <br /> year period prior to this application,with the following exceptions: (A) An individual who is a <br /> displaced homemaker who,while a homemaker, owned a home with his or her spouse or resided <br /> in a home owned by the spouse. A"displaced homemaker"means an individual who is an adult <br /> who has not worked full-time, full-year in the labor force for a number of years but has, during <br /> such years, worked primarily without remuneration to care for the home and family; and is <br /> unemployed or underemployed and is experiencing difficulty in obtaining or upgrad�ng <br /> employment. (B)A single parent who, while married, owned a home with his or her spouse or <br /> resided in a home owned by the spouse. A" single parent" is defined to mean an individual who <br /> is unmarried or legally separated from a spouse and has one or more minor children for whom <br /> the individual has custody or joint custody, or is pregnant. (C)An individual who has only <br /> owned a property that is not permanently affixed to a permanent foundation in accordance with <br /> regulations or is not in compliance with local building codes and which cannot be brought into <br /> compliance for less than the cost of constructing a permanent structure. (D)An individual who �I <br /> does not fall into the above categories but who has extenuating circumstances which the City, at ' <br /> its discretion, determine to make him eligible for the program. , <br /> 3. The Financial Institution shall accept and process applications for loans under the <br /> Program. The processing of such applications shall be in cooperation with the City and include <br /> the completion of such documentation as is necessary to the City. Based on their review, the <br /> Financial Institution shall determine whether the applicant qualifies for financing from their <br /> institution and should be recommended for a loan under the Program. <br /> 4. Following pre-approval for a loan, the applicant may identify an appropriate home <br /> for purchase. Only single-family homes, to be occupied by the purchaser as their principal <br /> residence, may be purchased through the Program. The home must be located within the <br /> 2 <br />
