Nooden, P.E.,Assistant City Engineer�.�2.+J <br /> SUBJECT: Sanitary Sewer Trenchless Point Repairs, City Project OS-29 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Sanitary Sewer Trenchless Point Repairs, City Project OS-29, to Tele Scan, Inc., as <br /> the lowest, responsible bidder in the amount of$78,460.00, and that the Mayor be authorized to <br /> execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The purpose of this project is to repair structural deficiencies of the sanitary sewer system with a <br /> minimum of disturbance to service. Structural deficiencies include broken and missing pieces of <br /> pipe, heavily offset pipe joints, and voids. All of the project locations were derived from the <br /> annual televising, inspection reports, and videos. <br /> The Trenchless process involves the insertion of a flexible lining through a manhole to the <br /> location of the damaged section of pipe. Once the lining is in place, it is re-formed to fit tightly <br /> against the walls of the host pipe. The liner is then heated to activate a resin system, causing the <br /> pipe lining to cure, and form a new structural pipe within the host pipe. During this process, <br /> excess resin is forced into cracks,joints and irregularities of the host pipe, resulting in an <br /> effectual bond between new and old pipe. When curing is complete, lateral lines are re-opened <br /> using a remote controlled cutting tool. <br /> Unit prices for the Engineer's estimate were derived from the unit prices of the previous year's <br /> Trenchless Point Repair Project, which was performed by Tele Scan, Inc. Unit prices as shown in <br /> the attached bid tabulation reflect generally inflated prices due to the higher mobilization costs <br /> associated with a smaller project. The current project is significantly smaller in scale as <br /> compared to last year's project. Tele Scan's unit prices did not change from last year. Being a <br /> local contractor as well as the City's current sewer televising contractor, Tele Scan is familiar <br /> with the local sewer system and does not have the high mobilization costs associated with out of <br /> town firms. <br />
