N <br /> !r ,, , <br /> COUNCIL COMMUNICATION FORM , <br /> Engineering & Infrastructure Memorandum �i <br /> NO. 2006-06 '� <br /> January 9, 2006 I <br /> TO: Honorable Mayor Osborne and City Council i <br /> FROM: Steve Garm ity Manager <br /> Stephen S n, P.E.,Director of Engineering & Infrastructur�� <br /> Matthew C. well, P.E., City Engineer� <br /> SUBJECT: Agreement with Blank,Wesselink, Cook& Associates, Inc. <br /> For Engineering Services to Survey West Main Street from Church Street <br /> to Oakland Avenue � <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council adopt the attached Resolution authorizing an <br /> Agreement with Blank, Wesselink, Cook&Associates, Inc., (BWC) far engineering services to <br /> survey West Main Street from Church Street to Oakland Avenue. The expenditure for these <br />' services is not to exceed $40,000.00. <br /> BACKGROUND: <br /> The City's Economic and Urban Development Department is currently working with the TIF <br /> advisory work group and area residents on streetscape plans for West Main Street. With the <br /> construction season approaching, there is a need to begin preparations to enable design work to <br /> commence immediately upon approval of the streetscape layout. In order to begin any design <br /> work, it is necessary to have a survey and base maps completed of the right of way that will be <br /> affected by the proposed improvements. With a survey in hand, the engineer can immediately <br /> proceed with designing the proposed improvements upon receiving authorization from the City <br /> Council. <br /> At this point, if it is desired that construction work commence during the 2006 construction <br /> season, it is imperative that design work begin as soon as possible. In order to allow necessary <br /> streetscape planning input and approval from the TIF advisory work group, area residents, and <br /> the City Council, it will likely be March 6, before staff will be prepared to bring a final design <br /> contract before the Council for approval. Beginning the surveying work and base map plans <br /> now should allow the streetscape design work to begin immediately, upon Council action in <br /> March; thereby providing the best opportunity for construction to begin during the 2006 <br /> construction season. <br /> It is anticipated that proposed streetscape layouts will be provided to the City Council for <br /> review, comment, and approval in mid-February. <br />
