COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2005 -77
December 12, 2005
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garm ., City Manager j
Stephen Sw son, P. E., Director of Engineering & Infrastructure'v(
Matthew C. Newell, P. E., City Engineer,/,,
-
SUBJECT: Water Service Agreement District—South Taylor Road
SUMMARY RECOMMENDATION:
It is recommended by staff that City Council approve the attached ordinance authorizing the
formation of a Water Service Agreement District for the South Taylor Road area, and authorize
the City Manager and Director of Engineering and Infrastructure to sign water service
' agreements within said area.
I
 BACKGROUND:
On October 10, 2005, the City Council approved the installation of a new water main along
South Taylor Road to provide water service into the Elwin area. This work is substantially
completed and has created a significant interest by the residents, fronting the main, to obtain City
water.
When properties outside the City limits connect to City water, a Water Service Agreement must
be entered into between the City and the property owners. These agreements are typically
approved by the City Council and signed by the Mayar. When a large number of connections are
anticipated, the City Council has authorized the formation of a Water Service Agreement
District, allowing the connections within the defined area to be approved administratively by
City staff.
The number of Water Service Agreement Districts currently authorized by the City Council is
20. If approved, the proposed South Taylor Road Water Service Agreement District will be the
21S` District and will encompass properties fronting on South Taylor Road, north of County
Highway 30, as shown on the attached drawing.
