! � l ` ORDINANCE NO. 2005-104 ORDINANCE AMENDING CITY CODE - CHAPTER 56.1 - -RECYCLABLE MATERIALS- BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1. That Chapter 56.1 of the City Code of the City of Decatur, Illinois,be, and the same is hereby, amended and modified at Section 4, so that said Section 4 as amended, shall provide as follows: 4. SERVICE CHARGE. To provide for the expense of providing a recycling program for the citizens of the City of Decatur, the City may,by action of the Council, levy a charge on the owners of all dwellings within the City from which recyclable materials must be collected under the provisions of any contract as provided herein. Such charge may only be in such amount as will meet the contractual obligations of the City and provide for other administrative expenses of the City related to the collection of recyclable materials. The owners of such dwellings shall be responsible for the payment of all charges levied under the provisions hereof. The City Manager may, upon public notice in a newspaper of general circulation not less than 30 days in advance, adjust the service charge in accordance with the contractual obligations approved by the City Council.
