ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM <br /> No. OS-237 <br /> November 15, 2005 <br /> TO: Mayor Paul Osborne and City Council Members <br /> FROM: Steve Gap�f ity Manager <br /> Dane C. B Assistant City Manage� <br /> SUBJECT: Chapter 56.1 Amendments <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached <br /> amendments to Chapter 56.1, Recyclables, of the City Code. The proposed revision <br /> permits the City Manager to adjust the recycling rate in accordance with the approved <br /> recycling contract in effect. The proposed change also provides for public notice of any <br /> rate increases. There are no provisions for providing notice at the present time. <br /> A rate increase of$0.05 per month is due to the contractor beginning in November. Due <br /> to the impending refuse rate increase (January 1, 2006), City staff is proposing to defer <br /> the rate increase to Decatur residents until May 1, 2006. <br /> BACKGROUND: The City Council approved a five-year recycling contract with <br /> Suburban Disposal and Recycling on September 20, 2004. A provision of the agreement <br /> provides for automatic increases in service charges paid to Suburban based on <br /> adjustments in the consumer price index (CPn over the prior year. There aze no <br /> provisions in place, however, to cover the cost of those increases through the residential <br /> water billing service. <br /> POTENTIAL OBJECTION: N/A. <br /> INPUT FROM OTHER SOURCES: N/A/ <br /> STAFF REFERENCE: Any additional questions may be forwazded to Dane Bragg at <br /> 424-2727 or dbrag�cvdecaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: N/A. <br />
