Newell, P.E., City Engineer� ' SUBJECT: Handicapped Parking Fines SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached Ordinance which alters Sections 28 (D) and 77 (G) of Chapter 34 of the City Code to increase the fine for violating a handicapped parking space from $200 to $250 in accordance with the Illinois Vehicle Code. BACKGROUND: House Bill 1316 recently altered Section 5/11-1301.3 of the Illinois Vehicle Code to raise the minimum fine for violating a handicapped parking space from $100 to $250 effective January 1, 2006. Accordingly, staff is recommending to the City Council that the appropriate sections of Chapter 34 of the City Code be amended to reflect the increased fine. The proposed changes to Chapter 34 are provided in the attachments. The changes will not go into effect until January 1, 2006 to coincide with the changes enacted by the State of Illinois.
