No. OS-49 Petition of RANGER ENTERPRISES, INC. for <br /> a Conditional Use Permit in the M-2 Industrial <br /> District located at 3790 East L and A Industrial <br /> Drive to allow above ground storage tanks. <br /> Ms. Kathy Miller, Senior Planner,was sworn in by Mrs. Althoff. <br /> Ms. Miller presented the recommendation of staff: <br /> Currently a 4200 square foot truck wash occupies the 2.54 acre lot. The site is located in an <br /> industrial park where most of the lots are vacant. <br /> The petitioner is requesting a conditional use permit to allow above ground tank storage on the <br /> property. The tanks will store soy diesel, ethanol and other gasoline additives that will be splash <br /> blended into transport tankers at the site and then delivered to retail locations. The tanks are all <br /> two-hour, fire-rated, double-wall constructed tanks. All above ground storage tanks are <br /> regulated by the State Fire Marshall's Office. The existing building will be used to store <br /> maintenance parts for the transports and Ranger Enterprise's retail facilities. There may also be <br /> an office to facilitate required paper work. <br /> The subject property is located in an industrial area. The Splash Facility is located, designed and <br /> proposed to be operated in a manner that the public health, safety and welfare will be protected. <br /> The location of the above ground storage tanks will not cause injury to the value of other property <br /> in the vicinity. The State Fire Marshall will review and permit the above ground tanks. <br /> Staff recommends approval of the petition subject to the following conditions: <br /> A site plan including a landscaping plan and a lighting plan shall be submitted to <br /> and approved by the Economic and Urban Development Department and the <br /> Engineering and Infrastructure Department before permits/Certificate of <br /> Occupancy will be issued. <br /> The tanks shall be screened from the street by a six-foot high site break fence or a <br /> six-foot high hedge. <br /> Mr. Nordholm questioned on whether there were any concerns with the State Fire Marshall <br /> approving and issuing a permit for the above ground tanks. <br /> Ms.Miller responded that she assumed the State Fire Marshal will issue a pernut for the tanks. <br /> Mr. John asked that if the petitioner chooses to screen the tanks with a six-foot high hedge, how <br /> long it will take for the hedge to become six feet high. <br /> Ms. Miller responded that the petitioner is going to install a six-foot high site break fence instead <br /> of the hedge. <br /> Mr. Carabelli,Ranger Enterprises, was sworn in by Mrs. Althoff. <br />
