Miller AICP, Senior Planner ko�� <br /> SUBJECT: Conditional Use Permit, 3790 East L and A Industrial Drive <br /> SUMMARY RECOMMENDATION: Staff recommends a roval of the conditional use permit <br /> PP <br /> subject to the following conditions: A site plan including a landscaping plan and a lighting plan <br /> shall be submitted to and approved by the Economic and Urban Development Department and <br /> the En ineerin and Infrastructure De artment and the tanks shall be screened from Brush <br /> g g P <br /> College Road with a six-foot high (minimum) fence or six-foot high hedge. The Plan <br /> Commission reviewed the request at the October 6, 2005 meeting and recommended approval <br /> with a vote of 9 to 0. Plan Commission minutes are attached. <br /> BACKGROLTND: Currently a 4200 square-foot truck wash building occupies the 2.54 acre lot. <br /> The site is located in an industrial park where most of the lots are vacant. The petitioner is <br /> requesting a conditional use permit to allow above gxound tank storage on the property. The <br /> tanks will store soy diesel, ethanol and other gasoline additives. The additives are splash blended <br /> into transport tankers. The blended fuel is then delivered to retail locations. The tanks are all <br /> two-hour fire-rated, double-wall constructed tanks. The State Fire Marshall's office conducts the <br /> permitting process for above ground storage tanks. <br /> The existing building will be used to store maintenance parts for the transports and Ranger's <br /> retail facilities. There may also be an office within the building to facilitate required paper work. <br /> POTENTIAL OBJECTIONS: There were no objectors to the Conditional Use Permit at the Plan <br /> Commission meeting. <br /> INPUT FROM OTHER SOURCES: The Technical Review Committee reviewed the request at <br /> the September 8, 2005 meeting and had no issues with the development. <br /> STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at <br /> 424-2786 or at kjmiller@decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: None <br />
