PURPOSE OF PROPOSED
CONDITIONAL USE PERMIT
3790 L & A Industrial Drive
Property is currently zoned M-2, a Conditional Use Permit is requested to allow the use
of above ground storage tanks on the property. Initially 3 above ground tanks would be
placed into service on the property. In the future 3 additional tanks may be added. The
contents of the tanks would be B-100(Soy Diesel a non hazardous diesel additive), an
additive to add to diesel fuel to keep it from gelling in cold weather and ethanol (an
additive for gasoline). The tanks would all be 2-hour fire rated double wall tanks. ,
The above products would be splash blended into diesel and gasoline. Splash blending is
a process of adding additives (B-100 and ethanol)to diesel and gasoline in transports. ',,
The transports would come to the location with diesel and gasoline in them; the proper II
additives are then pumped(splashed) into the transports. The blended fuel is then
delivered to retail locations.
Ranger currently has a similar facility in Winnebago County.
The building would be used to store maintenance parts for the transports and Rangers
retail facilities. There would also be a desk set up for transport drivers and maintenance
personnel to do paperwork and receive & send facsimiles. The facility would be under
24/7 surveillance by a digital CCTV system.
The facility would be permitted through the Illinois OSFM and meet their current
 regulations.
