 1
Wabash Crossing Rezoning to PD
October 6, 2005
PROJECT DESCRIPTION
l. The petitioner proposes to construct 202 dwelling units in 65 buildings on the site. Of the
total units, 175 rental units will be located in 38 buildings and 27 owner-occupied units will
house single-family residences. The overall design is a mixed-use development with
single-family, duplex, fourplex and multifamily units within individual blocks.
2. Prior to construction, the developer will be preparing new utility service to both individual
lots and within the project area. The scope of infrastructure rehabilitation includes
demolition or abandonment of all existing utility service, replacement of all water mains,
sanitary and storm sewer lines, electric service, phone service and cable lines. Electric
services will primarily be underground with overhead services in the alley.
3. Residential streets will vary in specific treatments in order to accommodate individuality
within the neighborhood but will follow the same general principles throughout, including:
narrow driving lanes, on-street parallel or angled parking bays, landscaped boulevard strips
and sidewalks. A decorative streetlight that is consistent with the Phase I development will
be used on the residential streets.
4. One public park area, Orchard Green, will be provided in the development. A fenced
playground will be located on the east end of the park while a thirty-five foot tall clock tower
will be located on the west end of the park. The parks are intended to provide areas for
neighbors to meet and are specifically designed so that residences face onto the park areas for
security.
STAFF ANALYSIS
l. The City of Decatur Zoning Ordinance provides standards for reviewing applications for
planned developments. An analysis of the review standards are discussed below:
a. Compatibility with the character of the surrounding neighborhood. The proposed
development will provide traditional neighborhood design similar to the surrounding
neighborhoods and will integrate into the existing street grid: The design will be
consistent with the Phase I development.
b. Effect on area. The proposed development is expected to have a positive impact on the
financial, economic and quality of life situation of the area.
c. Design and amenities. The proposed development provides design amenities and details
not found in many residential neighborhoods and creates an identifiable,
pedestrian-oriented neighborhood with many public amenities.
d. Consistent with Comprehensive Plan. The proposed development is consistent with the
Mixed Use: Planned Development Designation of the Comprehensive Plan and meets the
goals of the plan by redeveloping a blighted neighborhood in the urban core.
e. Traffic capacity. Existing and proposed streets are adequate to serve the proposed land
use.
f. Adequacy of utilities. Proposed utilities and infrastructure will be adequate to serve the
proposed land use.
