Excerpts from Plan Commission Minutes of October 6,2005 <br /> Cal. No. OS-56 Petition of BLACKSTONE GROUP,to amend the <br /> B-3 Planned Shopping Center at 255 West <br /> Mound Road to modify the placement of the <br /> Building and to allow a drive-through facility. <br /> Mr. Crowe presented the recommendation of staff: <br /> The subject property is 18.10 acres and is currently improved with a Target retail store on the <br /> west side of the site and future development area on the east side. In April of 2003,the Decatur <br /> City Council rezoned the site on Mound Road and US Business S 1 to B-3 Planned Shopping <br /> Center District to facilitate the development of Mound Center. The approved development <br /> included a 125,400 square foot Target store and 47,500 square feet of additional space for future <br /> retail and restaurant stores. <br /> The original plan needs to be amended for the building on Lot three(3). The location of that <br /> building needs to be changed from the east side of the lot to the west side of the lot. The plan <br /> also needs to be amended to allow for a drive through facility on Lot three(3). <br /> All development requirements including parking, signage, landscaping and lighting for Lot three <br /> (3) will adhere to the requirements of the original plan and Zoning Ordinance. The original plan <br /> allows for a ten(10)foot tall monument-style sign limited to forty (40) square feet in area for Lot <br /> three(3). <br /> The amendments will allow for development of the site that furthers the City's goal of developing <br /> the Mound Center site with quality retail sites enhancing the sales tax base. <br /> The proposed development is consistent with the goals of the original planned development, <br />' Comprehensive Plan and Urban Corridors Plan. <br /> Based on the above analysis, staff recommends approval of the amendment to the B-3 Planned <br /> Shopping Center with the following condition: <br /> Final site and landscaping plans for Lot three (3) shall be reviewed by the Economic and <br />, Urban Development Department and the Department of Engineering and Infrastructure prior <br /> to construction. <br /> Mr. Nordholm asked if the sign will be located near the proposed building. <br /> Mr. Crowe stated that the freestanding sign will be located fronting Mound Road in the middle of <br /> Lot three(3). <br /> Mr. Cochran stated that the plan needs to be amended to allow for a drive through facility and the <br /> i ns f the buildin n ed t han ed from the east side to the west side of the lot. <br /> locat o o e s o be c <br /> g g <br /> There were no ob'ectors resent. <br /> J P <br />
