Stewart, Transportation Planner� <br /> SUBJECT: Request to rezone 2120 East Pythian Avenue from R-2, Single Family Residence �, <br /> District to B-2, Commercial District for World of Power Sports i <br /> SUMMARY RECOMMENDATION: Staff recommends denial of the petition as presented. <br /> However, if the City Council wishes to approve the rezoning, staff recommends the approval of Lot <br /> 15. Staff is not supportive of the rezoning of the north 182 feet of Lot 16 as there is a single family <br /> structure on the south 118 feet of Lot 16; this lot is surrounded on the north, west, and south by <br /> single family units that appear to be occupied. The City Plan Commission voted 8-0 to recommend <br /> approval of the rezoning of both Lot 15 and the north 182 feet of Lot 16 at the September 1, 2005 <br /> meeting; the minutes of the meeting are attached. <br /> BACKGROUND: The petitioner owns and operates the World of Power Sports at 2635 North <br /> 22nd Street. The business sells motorcycles, all-terrain vehicles, ski boats and other motor-driven <br /> sport vehicles. The petitioner owns Lot 15 and the north 182 feet of Lot 16 on East Pythian <br /> Avenue. The petitioner does not own the south 118 feet of Lot 16. <br /> In January 2002, a variance was approved allowing for the expansion of a parking area onto the I <br /> adjacent residentially-zoned property. The petitioners were advised that such a variance would only , <br /> allow parking on the lot and that the requested storage would be allowed only if the property were , <br /> rezoned. The petitioners opted to proceed with the variance in order to begin construction of the �� <br /> parking lot. <br /> In February 2002, the petitioner proposed rezoning 2071 and 2117 East Damon Avenue and Lot 15 <br /> and the north 182 feet of Lot 16 on East Pythian Avenue to enable the expansion of the business. <br /> The main parking area for the World of Power Sports is facing 22nd Street. To accommodate the <br /> business expansion, the petitioner proposed paving Lots 31 and 32 (East Damon Avenue). The <br /> petitioner also proposed to demolish the structures on Lot 32. At that time, the petitioner had no <br /> plans for Lots 15 and 16 (East Pythian Avenue). Because there were objectors at the February 2002 <br /> Plan Commission meeting, the petitioner withdrew his request to rezone Lot 15 and the north 182 <br /> feet of Lot 16 on East Pythian Avenue. At the February 18, 2002 meeting, the City Council <br /> approved the rezoning of 2071 and 2117 East Damon Avenue. <br />
