charge against the State of Illinois, or any political subdivision thereof within the meaning of the <br /> Constitution or any statutes of the State of Illinois (other than a limited obligation of the City and <br /> the Authority as provided in the Indenture), and shall never constitute or give rise to a pecuniary <br /> liability of the City or the Authority or a charge against the general credit of either. <br /> Section 4. The form of the Bonds set forth in the Indenture or the Supplement, subject <br /> to appropriate insertions and revisions in order to comply with the provisions of the City , <br /> Documents be, and the same hereby are approved subject to such changes as shall be approved <br /> pursuant to Section 7 hereof. The Bonds shall be executed in the name, for and on behalf of the <br /> City with the manual or facsimile signature of its Mayor (or any person appointed to such of�ce <br /> on an interim basis) and attested with the manual or facsimile signature of its City Clerk (or any <br /> person appointed to such office on an interim basis) and the seal of the City shall be impressed or <br /> imprinted thereon. The Mayor or any other officer of the City shall cause the Bonds, as so <br /> executed and attested, to be delivered to the Trustee for authentication. When the Bonds shall be <br /> executed on behalf of the City in the manner contemplated by the Indenture, the Supplement and <br /> this Ordinance, they shall represent the approved forms of Bonds of the City. <br /> Section S. The sale of the Bonds to Stephens Inc. or its designee at a purchase price of <br /> not less than 97% of the aggregate principal amount thereof and accrued interest, if any, to the <br /> date of delivery, is hereby authorized and approved. <br /> Section 6. The Oi�cial Statement shall be in substantially the same form as the draft <br /> Of�cial Statement now before the City, or with such changes therein as shall be approved <br /> pursuant to Section 7 hereof. The form, terms and provisions of the Of�cial Statement are, in all <br /> respects approved. From and after the delivery of the Of�cial Statement, the officers, employees <br /> and agents of the City are hereby authorized, empowered and directed to do all such acts and <br /> things and to execute all such documents as may be necessary to carry out and comply with the <br /> provisions of the Official Statement.
