Section 2. That any unexpended balance of any items or items of any general <br /> appropriation made by this ordinance may be expended to make up any deficiency <br /> in any sum or sums so appropriated in the same general appropriation for the same <br /> general purpose in this ordinance. <br /> Section 3.
