� + • 1 <br /> DECATUR POLICE DEPARTMENT <br /> MEMORANDUM#OS-12 <br /> March 9, 2005 <br /> TO: Mayor Paul Osborne and City Council <br /> FROM: Steve ity Manager <br /> Mark Barth , Chief of Police M� <br /> SUBJECT: Ordinance to end Chapter 7, City Code <br /> SUMMARY RECOMMENDATION: Council should pass the attached ordinance amending City Code <br /> Chapter 7, Section 2, Officers and Employees GenerallX,to include the newly created position of <br /> Emergency Communications Coordina.tor. <br /> BACKGROUND: In June of 2001,the Decatur Police Department was reorganized. The restructure <br /> involved combining the Professional Standards Bureau with the Emergency Communications Bureau to <br /> form the Administrative Operations Division. <br /> The primary reason for crea.ting the Administrative Operations Division was to remove total control over <br /> the highly technical Emergency Communications function from a Deputy Chief of Police,and place it <br /> under the immediate supervision of a veteran civilian supervisor. This freed the Deputy�hief to focus on <br /> development of subordinates assigned to the Professional Standards Bureau,as well as allowing the <br /> civilian communications supervisor to develop advanced managerial skills and provide the department <br /> administration with greater management options for the Ceuter in the future. <br /> There were five civilian Emergency Communications Supervisors assigned to the Emergency <br /> Communications Center at the time of the reorganization. The restructuring called for one of those five <br /> supervisors to be appourted to the newly created position of"Emergency Communications Coordina,tor", <br /> providing for oversight of the supervisors and managing the day to-day administrative functions of the <br /> Center. The Coordinator would answer directly to the Deputy Chief of the Administrative Operations <br /> Division. <br /> During 2001,the City was under tight fiscal restraint. The permanerrt creation of a new position was not <br /> feasible at thax time. The reorganiza.tion was completed by selecting one of the five supervisors in the <br /> Center and tempora.rily appointing them as the coordinator. The intent was to make the coordinator's � <br /> position permanent as soon as it was fiscally possible.
