S ewart, Transportation Planner <br /> SUBJECT: Request to rezone property from R-1, Single Family Residence District to M-1 <br /> Intense Commercial-Light Industrial District and for approval of a Conditional Use <br /> Permit for an Amusement Park to allow the operation of the Farm Progress Show at <br /> 4227 East Mound Road <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the petition as proposed. <br /> The City Plan Commission voted 9-0-1 to recommend approval of this petition at the March 3, 2005 <br /> meeting; the minutes of the meeting are attached. <br /> BACKGROUND: The subject property is undeveloped and is currently being used for agriculture <br /> production. The purpose of the rezoning and Conditional Use Permit is to allow for future <br /> improvements to be made for the Farm Progress Show. <br /> The petitioner proposes to rezone the property from R-1, Single Family Residence District to M-1, <br /> Intense Commercial-Light Industrial and is also requesting a Conditional Use Permit that would allow <br /> the operation of the Farm Progress Show. <br /> The Farm Progress Show will connect to the City's water system at two locations in Brush College <br /> Road to ensure continuous service to the site one connection will be located on the south side of Mound <br /> Road; the second connection will be located in Brush College Road. There will also be a minimum of <br /> four(4) fire hydrants installed on the site in the general location of each corner. <br /> Sanitary sewer will be provided by the Sanitary District. Four (4) bathroom facilities will also be <br /> constructed this year. Access to the site will be from Brush College Road, Mound Road and Rea's <br /> Bridge Road. Parking will be temporary and will not be on a paved surface. Mound Road will be i <br /> extended east and other private streets will be developed and maintained by Macon County Highway <br /> Deparhnent. <br /> Properties surrounding the site are mixed in use. Property to the north is zoned R-1, properties to the I <br /> east are zoned B-1 and M-1, properties to the south are zoned M-1, and properties to the east are zoned I <br /> R-6, PMR1 and R-l. The Decatur Urban Area Land Use Plan shows this area as Light Industrial. <br /> POTENTIAL OBJECTION: None <br />
