' ! t ` <br /> LEGAL DEPARTMENT MEMORANDUM <br /> NO. 2005-02 <br /> January 11, 2005 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garm ity Manager <br /> Wendy L. rt land, Corporation Counsel <br /> RE: Payment of Fines and Fees <br /> SUBJECT: Section 77 of Chapter 34 of the City Code currently prohibits the <br /> payment of parking citations in an unreasonable manner that is meant to alarm, disturb, <br /> harass or injure any City employee. This ordinance moves that section from Chapter <br /> 34 (Traffic) to Chapter 73 (Offenses). The language is also broadened to include the <br /> payment of any fines or fees due the City, i.e. animal and boat registrations, any <br /> citations and water bills, in addition to parking citations. <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the ordinance. <br /> BACKGROUND: N/A <br /> STAFF REFERENCE: Wendy L.
