Mrs. Sadorus questioned why the landscaping would be at the perimeter and not inside
the parking area which is normally the case. Ms. Miller stated that by having the
landscaping in the perimeter as opposed to in the parking area, it gives a better view and
is best for security.
Mr. Phil Cochran, representative for the petitioner, was sworn in by Ms. Jesse.
Mr. Cochran stated that the City staff presented the history of the zoning ordirance and
that this ordinance was initiated by staff because of certain institutions in Decatur to help
the City as well as the businesses. By having an overlay district, it can eliminate the
amount of time it takes to come to the City Plan Commission whena project is ready to
get started and helps to make the project go more efficiently. Mr. Cochran stated that the
health care business is a changing business and it is very hard to predict five (5) years
out, exactly what will be needed.
Mr. Cochran stated that all the development that the hospital has made to date has been a
very positive influence on the City of Decatur. The hospital is he second largest
employer in the city.
No objectors present.
It was moved and seconded (Nordholm/Dunn) to forward Cal. No. 04-50 to the City
Council with the recommendation for approval as submitted by petitioner. Motion
carried with Mr. Tom Smith abstaining from the vote.
