Excerpts of Decatur City Plan Commission <br /> Cal.No. 04-50 Petition of DECATUR MEMORIAL HEALTH <br /> FOLINDATION, 2300 North Edward Street,to create <br /> an Institutional Overlay District(I OL) according the <br /> City of Decatur Zoning Ordinance (Ord. #3512, as <br /> amended). <br /> Mr. Dane Bragg, Assistant City Manager, was sworn in by Ms. Jesse. <br /> Mr. Bragg stated that in November of 2002 the Zoning Ordinance was amended to create <br /> a process for designating an Overlay District. Mr. Bragg stated that the intent of the <br /> overlay district is to provide standards for regional and community-wide institutions that <br /> serve the general good of the public, such as hospitals, colleges and universities. The I <br /> OL district is designed to meet the special needs of these uses while providing safeguards <br /> to the surrounding neighborhoods. The overlay is specifically designed to accommodate <br /> institutional development by permitting institutions, upon acquiring a tract of sufficient ' <br /> size, to develop the property with uses consistent with the allowable uses in the overlay, ' <br /> subject to certain building restrictions relating to height, setbacks, screening and parking. I <br /> At the same time,the overlay district provides certain protections to residential uses <br /> adjacent to the institutional campus by restricting the development to no more than two <br /> sides of any residential property and increased setbacks from residential uses. Mr. Bragg <br /> stated that City staff believes that the overlay district is one of the best methods to <br /> accommodate the needs of institutional expansion in neighborhood areas while <br /> preserving the right of individuals to remain in the area so long as they see fit. It also <br /> provides the neighborhood with an established boundary within which the institution <br />, plans to expand. <br /> Ms. Kathy Miller, Senior Planner, was sworn in by Ms. Jesse. <br /> Ms. Miller gave the following recommendation of staff: <br /> The Institutional Overlay (I-OL) District is a tool to provide standards for expansion of <br /> community institutions that serve the public. The �OL is designed to meet the needs of <br /> the institution while providing safeguards to the surrounding neighborhoods. <br /> Containing approximately 99.� acres, the proposed overlay district is located between <br /> North Main Street and North Church Street on the east; North Monroe Street on the west; <br /> Keller Lane, Hay Street and Harrison Avenue on the south; and Damon Street and <br /> McKinley Avenue on the north. This is the area of projected growth for Decatur <br /> Memorial Health Foundation. <br /> The following are amendments to Section XX of the Zoning Ordinance that the hospital <br /> is requesting to meet their future needs or to meet existing conditions: <br />
