No new, modified or amended rate shall become effective, or <br /> any charge be made based thereon, unless or until a schedule setting forth the same has <br /> been on file with the Financial Management Department for ten days. <br /> 19. TAXICAB DRIVER'S LICENSE REQUIRED. <br /> A. No person shall drive any taxicab as defined herein on the streets and public <br /> ways of the City without a taxicab driver's license therefor. <br /> B. No operator of a taxicab shall employ any person to drive any taxicab on the <br /> streets and public ways of the City who does not have a taxicab driver's license issued to <br /> such person by the City. <br /> 20. APPLICATION FOR TAXICAB DRIVER'S LICENSE. Each applicant <br /> for a taxicab driver's license must certify and fulfill the following requirements: <br /> (a) They are at least 21 years of age; <br /> (b) They are of sound physique, with good eyesight, and not subject to epilepsy, <br /> vertigo, heart trouble, or any other infirmity of body or mind which might render him or <br /> her unfit for the safe operation of the vehicle; <br /> (c) They are able to speak, read and write the English language plainly; <br /> (d) They are clean in dress and person, and not addicted to the use of alcohol or <br /> drugs; <br /> (e) Produce on forms to be provided by the Financial Management Department of <br /> the City of Decatur, affidavits of his good character from two reputable citizens of the <br /> City who have known him personally and observed his conduct frequently during one <br />
