� <br /> charge of the operation of the business of the company. Any change in the officers, <br /> principal stockholders, owner or manager must be immediately communicated to the <br /> Financial Management Department. <br /> 5. PUBLIC HEARING. The Council shall designate some officer of the City to <br /> hold a public hearing upon each application for a new license, not a renewal. Notice of <br /> the time and place of the hearing shall be sent by registered mail at least five (5) days <br /> prior to the hearing to all owners of licensed taxi cabs in the City and to the applicant. <br /> Any person or corporation to whom a license to operate a taxicab or taxicabs has <br /> been previously issued, and which is in effect at the time at which renewal thereof is <br /> sought, may be issued a license to operate taxicabs without a hearing. However, it is <br /> hereby established as a policy of the City that the licensing of single taxicabs is not <br /> conducive to a well regulated system and none shall be licensed. <br /> 6. CONCLUSION OF HEARING OFFICER. Such officer shall report in <br /> writing his findings and conclusions and specifically state his findings as to: <br /> (a) Whether or not the public is at the time adequately served; <br /> (b) Whether or not convenience and necessity require the proposed service; <br /> (c)Whether or not the vehicles proposed to be used comply with the terms of this <br /> Chapter; <br /> (d) Whether or not a license should be granted. <br /> In reaching his conclusions, said hearing officer shall consider the financial <br /> responsibility of the applicant, the number of vehicles, the type and kind thereof, the <br /> proposed color scheme, the increase of traffic and of the demand for parking space, <br />
