Ci En ineer <br /> > > t3' g <br /> `u� <br /> SUBJECT: Water Service Agreement District-Heritage Drive Area <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends that the City Council approve the attached ordinance authorizing the <br /> formation of a Water Service Agreement District for the area encompassing Heritage Drive, <br /> Ferris Drive, Greenview Drive and South Taylor Road, and authorize the City Manager and <br /> Director of Engineering and Infrastructure to sign water service agreements within said area. <br /> BACKGROUND: <br /> On April 5, 2004, City Council approved the installation of a new water main along Heritage <br /> Drive to complete an interconnection between Route 48 and Route 51. This water main was an <br /> extension from existing water mains which terminated at Forest Crest Drive on the west and <br /> South Taylor Road on the east. On July 19, 2004, an amendment to this project was approved to <br /> extend a water main to serve Ferris Drive and Greenview Drive. This work has created an <br /> overwhelming interest by the residents in this area to obtain City water. <br /> When properties outside the City limits connect to City water, a Water Service Agreement must <br /> be entered into between the City and the property owners. These agreements are typically <br /> approved by the City Council and signed by the Mayor. When a large number of connections are <br /> anticipated, the City Council has authorized the formation of a Water Service Agreement <br /> District, allowing the connections within the defined area to be approved administratively by <br /> City staff. <br /> The number of Water Service Agreement Districts currently authorized by the City Council is <br /> 18. If approved, the proposed Heritage Drive area Water Service Agreement District, will be the <br /> 19th District and will contain 101 properties. <br />
