COUNCIL COMMUNICATION FORM <br /> Economic & Urban Development Department Memorandum <br /> #2004-37 <br /> DATE: September 2, 2004 <br /> TO: Honorable Mayor Usborne and City Council <br /> FROM: Steve G City Manager <br /> Dane Brag , irector of Economic and Urban Develo ment� <br /> Randy Johner, Construction Inspections Manager <br /> SUBJECT: City Code Chapter 69 <br /> SUMMARY RECOMMENDATION: The Construction Inspections Division, in <br /> conjunction with the City's Electrical Commission, would like to recommend the <br /> following changes to the city's electrical code regarding residential swimming pools: <br /> 1. Line voltage to underwater pool lights would be prohibited. Only 15 volts or <br /> less lights would be allowed. � <br /> 2. All above ground pools would be considered as "storable" (according to the <br /> National Electrical Code) and as such all electrical equipment used in <br /> conjunction with these installations would be listed for that use. <br /> 3. Receptacles shall be at least ten(10) feet from wall of pool and shall be GFCI <br /> protected. <br /> Items #1 and#3 would go into effect immediately upon passing Council. Item#2 would <br /> go into effect January 1, 2005 to allow time for installers to find a reasonable source for <br /> the required equipment. <br /> You will find attached actual code verbiage that would be used in Chapter 69 to reflect <br /> these changes. <br /> BACKGROUND: This topic has been under discussion by the electrical commission <br /> ever since the tragic accident at the former"Summer Haven Swim Club"when two <br /> young men lost their lives. The intent is to make residential installations safe as possible <br /> without putting too much of a burden on homeowners or installers. An extensive amount <br /> of research was completed on equipment availability, code terminology, and viable <br /> options before coming to this recommendation. We also held a meeting and had <br /> discussions with local pool installers to obtain their input. <br /> POTENTIAL OBJECTIONS: Some of the pool installers were concerned about <br /> availability of approved equipment from their suppliers. We have found such equipment <br /> available in our searches but to be fair we would not require the special equipment as <br />
