COUNCIL COMMUNICATION FORM II
Decatur Fire Department Memorandum
04-14
, September 13, 2004 ,
TO: Honorable Mayor Osborne and City Council I,
FROM: Steve Garman, City Manager I'
Mark Barthelemy, Police Chief I',
Leslie A. Albert, Sr., Fire Chief o2Q,
SUBJECT: Citv Code Chapter 45 - Alarm S stv ems
SUMMARY RECOMMENDATION: Police and Fire recommend the adoption of the City
Code Chapter 45 - Alarm Systems.
BACKGROIJND: Chapter 45 - Alarm Systems has been updated to reflect both
Police and Fire alarm systems and issues. The changes give city staff better control and guidance
when working with this chapter. An additional change is the charge for false alarms. Previously,
after 3 alarms in a 12-month period, individuals were charged$30. This code had been in affect
for many years and does not reflect the true cost and expense involved with responding to these
false alanns. With the proposed changes, after 3 false alanns in a calendar year the user of the
alarm system shall pay the City a response charge of$100 per response for residential premises.
For a commerical or industrial premises, after 4 false alarms in a calendar year, the city shall be
paid an amount of$500 per response.
POTENTIAL OBJECTION: Local Business Owners
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Les Albert, Fire Chief
Mark Barthlemy, Police Chief
BUDGET/TIME None
IMPLICATIONS:
