' ' � <br /> . <br /> COUNCIL COMMUNICATION FORM <br /> Economic &Urban Development Department Memorandum <br /> #04-0135 <br /> DATE: September 2, 2004 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garm ity Manager <br /> ane Brag , irector of Economic and Urban Development <br /> Randy Johner, Construction Inspections Manager � <br /> .J <br /> SUBJECT: City Code Chapter 25 , <br /> SUMMARY RECOMMENDATION: The Construction Inspections Division of <br /> Economic and Urban Development would like to recommend deleting the requirement <br /> for a$10,0001icense bond from electrical contractors as written in Chapter 25 City Code <br /> (attached). <br /> BACKGROUND: It is felt that there are enough penalties built into our ordinance <br /> regarding failure of contractors to perform that this additional protection is not necessary. <br /> We have never, since anyone in the division can recall, had to collect on a bond for <br /> failure to comply with our ordinance. In addition, the license renewal process is often <br /> burdened because bonding companies are slow to provide renewed bonds. <br /> POTENTIAL OBJECTIONS: Since this would reduce their cost to obtain an annual <br /> license, it is doubtful that contractors would object. Homeowners or business owners who <br /> hire contractors should, by Illinois Law,receive a written contract for the work to be <br /> done and would thus have recourse for non-completion of work. <br /> INPUT FROM OTHER SOURCES: The Electrical Commission for the City agrees <br /> with this recommendation. <br /> STAFF REFERENCE: Randy Johner, Construction Inspections Manager <br /> BUDGET TIME IMPLICATIONS: Renewal letters for licenses are sent out in <br /> November so we would like to have this requirement deleted before then. <br /> RJ/lt <br /> Attachment—Chapter 25 <br />
