E.,Assistant City Engineer��` .0 <br /> SUBJECT: Amendment to Agreement with Blank,Wesselink, Cook& <br /> Associates, Garfield Avenue Bridge Rehabilitation, <br /> City Project 04-27 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution approving an <br /> increase to the contract amount with Blank, Wesselink, Cook & Associates, (BWC), for the <br /> Garfield Avenue Bridge Rehabilitation, City Project 04-27. The resolution authorizes the City <br /> Manager and the Director of Engineering & Infrastructure to increase the existing $35,200 <br /> contract amount by $7,500 to a maximum $42,700 in order to provide structural analysis and <br /> design of the proposed temporary support system for Garfield Overpass. Reference the attached <br /> BWC letter dated December 6, 2005. <br /> BACKGROUND: <br /> On September 6, 2005 the City Council awarded a contract to BWC for the Garfield Avenue <br /> Bridge Rehabilitation to provide professional engineering services for the rehabilitation of failing <br /> sections of various structural components of the bridge. <br /> Due to the unusual original design and construction of the pier cap and bearing system of the <br /> Garfield Overpass, it was found that during the proposed rehabilitation, substantial temporary <br /> su ort structures will be re uired to be constructed in order to su ort the live loads while the <br /> PP q PP <br /> existing structural members are repaired and the pier caps and columns are removed and/or <br /> replaced. These temporary supports would then be removed when construction is completed. The <br /> cost of constructing these supports and their removal represents a significant cost to the City. As <br /> a cost savings option, BWC has proposed an alternative non-conventional design that would <br /> incorporate making the temporary supports permanent. <br /> It is recommended that the City Council authorize an amendment to the agreement with BWC to <br /> perform the additional engineering and review of the new support structures. <br />
