. ►, , <br /> DECATUR POLICE DEPARTMENT , <br /> MEMORANDiJM#OS-81 <br /> December 14,2005 , <br /> TO: Honorable Mayor Paul Osborne <br /> City Council <br /> FROM: Steve ity Manager <br /> Mark B e y, Chief of Police� <br /> SUBJECT: Approval of 20 Morrth Lease with Dec,atur Public Building Commission for Police <br /> Departmeut Space Needs in the I.aw Enforcement Ceirter. <br /> SUMMARY RECOMMENDATION: Staff r�ommends that Council approve the attached lease <br /> agreement with the Decatur Public Building Commission. <br /> BACKGROiJND: As Council is already aware,the police departmern's lease with the Decatur Public <br /> Building Commission for space in the Law Enforceme�t Cerner has expired. For the past seven moitths, <br /> we have been engaged in a discussion with the Commission regarding new lease terms, space issues and <br /> fiscal responsibility. <br /> The original lease proposal from the Commission called for another 15 year commitmern from the City. <br /> The police department's currern space within the Law Enforcement Center is not sufficieirt. Although the <br /> Commission has examined and committed to assist with providing more space in the coming year,that <br /> will only accommodate our curreirt needs and dces not provide for future expansion. Local architects, <br /> BLDD,the Commission and the City are actively exploring proposals for expansion of the Law <br /> Enforcement Cetrter in coming years to meet our space needs. <br /> OPERATIONAL IMPLICATIONS: Currently at issue is whether it is economically feasible for the <br /> City of Decatur to enter i�o a long term lease with the Commission with certain gradually-increasing <br /> renta.l costs associated with inflation,increased space occupancy and associated construction levies,or to <br /> construct a new facility at an entirely differe�t locarion with pleiriy of room for future e�cpansion. Should <br /> it be deternuned that a new facility is appropriate,then it would take a minimum of two to three years to <br /> complete it. <br /> BUDGET/TIME IMPLICATIONS: Beca.use the future is uncertain at this time,and because it would <br /> be at least two years before a new building would be ready for occupancy should that be the choice,it is ' <br /> not only economically feasible and prudern to errter urto the attached ZO month lease agreement,but <br /> necessary.
