� <br /> XV. SEVERABILITY <br /> If any provisions of this Contract shall be determined by any court of competent jurisdiction to be <br /> invalid or unenforceable, the remainder of the Contract other than the portions determined to be <br /> invalid or unenforceable shall not be affected thereby, and each valid provision hereof shall be <br /> enforced to the fullest extent permitted by law. <br /> XVI. ENTIRE AGREEMENT <br /> This Contract constitutes the entire agreement between the parties with respect to the subject <br /> matter hereof and all prior agreements and representations of the parties, whether written or oral, <br /> are merged herein and shall be of no further force or effect. This Contract cannot be changed or <br /> modified except in writing signed by both parties. <br /> XVII. PARAGRAPH HEADINGS <br /> The descriprive section headings in this Contract have been inserted for convenience only and <br /> shall not be deemed to limit or otherwise affect the construction of any provisions thereof. <br /> XVIII. NO WAIVER <br /> Failure to insist upon strict compliance with any of the terms, covenants, and conditions hereof <br /> shall not be deemed a waiver of such terms, covenants, or conditions, nor shall any waiver or <br /> relinquishment of any right or power hereunder at any one time or more times be deemed a <br /> waiver or relinquishment of such right or power at any other rime or times. <br /> XIX. COMPLIANCE WITH ALL LAWS/GOVERNMENT ORDERS <br /> This Contract shall comply at all times with all applicable laws, ordinances,rules,regularions and <br /> executive orders of the federal, sta.te, and local government, now existing or hereinafter in effect, <br /> which may in any manner affect the performance of this Contract. <br /> SIGNATURE shall take steps to ensure that, whenever possible, subcontracts are awarded to <br /> small business firms,minority firms,women's business enterprises and labor surplus firms. <br /> SIGNATURE shall not discriminate against any employee or applicant for employment because <br /> of race,color, religion, sex,age or national origin. <br /> Provisions required by law, ordinances, rules, regulations or executive orders to be inserted shall <br /> be deemed inserted whether or not they appear in this Contract. <br /> A. Non-ducrimination and Other Federa! Requirements. Specifically, <br /> SIGNATURE and its Subcontractors shall comply will all applicable <br /> requirements of the following, as the same may be amended from time to time, <br /> including but not limited to the following: <br /> 1. The Fair Housing Act, 42 U.S.C. 3601-19, and regulations issued there <br /> under, 24 CFR Part I 00;Executive Order 11063 (Equal Opportunity in <br />
