FIVE YEAR SUPPORTIVE HOUSIN(3 PLAN
FINAL REPORT
members complete the survey instrument to the best of their knowledge rather than
conducting personai interviews of each member of the target population. Conducting
personal interviews would have required more expense and time than was available to
the planning team or Heritage staff. Oasis staff and the MISA Team completed the
survey instruments in September and October 2004.
It is worth noting that Oasis and the MISA Team use different methods of record
keeping due to the different nature of their programs. As an informal drop-in center
Oasis does not establish files on its guests, believing that asking for and recording
information might be offensive to them. Due to their illnesses and unsatisfactory
experiences with helping systems, this population is notoriously averse to services and
to professional helpers. On the other hand, MISA has a strong research component,
and the MISA Team obtains and records information on its target population. Thus, the
data from MISA was far more complete and detailed, while the data from Oasis
depended more on estimates from staff members.
Data Analysis Methods. Data from the survey instrument were entered into a Microsoft
Access database, allowing for easy summations of various fields in order to obtain
general patterns among the target population. To provide for more detailed analysis, the
dataset was imported into SPSS (Statistical Package for the Social Services) software,
a sophisticated statistical analysis program. Millikin University Professor of Sociology
Dr. Larry Troy provided expertise and ran correlations to develop resident profiles (see
"Proposed Housing Strategy").
Preliminarv Findins
Survey Size. The Heritage staff identified 173 individuals who fit the definition of
chronically homeless in Decatur and Macon County. Of these, Oasis staff identified 110
persons, and the MISA Team identified 63.
Pae 9
