By definition, emergency
shelters and transitional housing units are not permanent housing. They offer sleeping
space on a time-limited basis. The Macon County Homeless Council has adopted the
following definitions:
Emergency She/ter is short term housing. It is characterized by the absence
of a lease, and semi-private or communal living space. The programs and
services a►e targeted at meeting basic needs (e.g., food, shelter, public
assistance income).
Transitional Housing is medium-term housing. It is characterized by stays of
up to 24 months, month-to-month leases, and private living space for each
individual or family. The programs and services use intensive case
management, and they are targeted at steadily increasing self-suciency and
independence (e.g., employment training, education, life skills).
By contrast, permanent supportive housing is characterized by open-ended leases or
subleases, affordability, and the ongoing presence of supportive services.
with shared bathing and/or cooking facilities often create operational problems and tenant conflicts.
PAGE 19
