FIVE YEAR SUPPORTIVE HOUSING PLAN
FINAL REPORT
IV. Proaosed Housinq Strateqy
Five Year Housinct Production
Over the next five years, a total of 95 units of permanent supportive housing for the
chronically homeless will be created in Decatur and Macon County, Illinois. This
strategy focuses on the development of specific projects (utilizing one of the three
housing models previously identified) for distinct subgroups within the target market.
The proposed housing production plan addresses the overwhelming demand for
affordable housing by significantly increasing the number of residential units available to
more than 50% of the current chronically homeless population in the city and county.
Table 4 illustrates targeted goals for housing production over the next five years. Critical
factors that impact these numbers include the following: prospective resident
characteristics and unique need for support services, ability to secure suitable sites,
current and future funding availability, and the capacity of local housing developers.
Each of these factors is described below.
Table 4: Five Year Target Goals for Each Housing Model
Safe No. of Units
Housing Model Haven SRO SLA Per Phase
First Phase (12-18 months) 8 14 8 30
Second Phase (19-36 months) 12 12 10 38
Third Phase (37-60 months) 10 14 7 27
Total Number of Units by Type 30 40 25 95
Percentage 32° 42% 26% 100%
Description of Tvaical Resident Profiles
Creating a housing strategy that is appropriate and responsive to a specific population
requires an essential understanding of the attributes and characteristics of the
PAGE Z6
