FIVE YEAR SUPPORTIVE HOUSING PLAN
FINAL REPORT
Workin Definitions
We have identified several models of hausing for chronicalty homeless individuals. The following
are working definitions and are subject to change as we develop the plan.
Scattered Site Housing is housing in units in various locations in a community. Scattered-site
housing usually does not have on-site oces for case managers or other supportive service.
SRO (Single Room Occupancy) units are private sleeping rooms located within one
building. They may have private or shared bathing facilities. In-room cooking is usually
limited to hotplates and/or microwave ovens, if allowed at all. In a scattered site SRO, other
tenants can be drawn from the general population or can be from other special needs
populations.
Single-Family Housing refers to buiidings containing 1-4 units, where all units are for
chronically homeless individuals, and where such buildings are not clustered together.
Mixed-Population Apartment Buildings refer to multi-unit structures that have some units
for chronically homeless tenants along with units for other tenants.
Targeted Housing for Chronically Homeless is housing where many units for chronically
homeless are located in one building or one identifiable development. Targeted housing usually
has on-site space for case management and other supportive services, and it may have on-site
resident managers.
Safe Havens are low-demand, services-optional facilities that generally have private or
semi-private rooms and shared bathing and cooking facilities. They generally target the
hardest-to-serve population and have minimal rules. Safe Havens that have leases with
occupants and no limitations on terms of stay are considered permanent housing; those
without leases and those with limitations on terms of stay are considered transitional
housing.
PAGE 46
