FIVE YEAR SUPPORTIVE HOUSING PLAN <br /> FINAL REPORT <br /> approacM to addressing the basie needs of the ehronieaHy homeless by ereating safe <br /> and regulated residential environments with access to health, human, and social <br /> services systems. <br /> This approaeh to redueing ehronic street homelessness offers numerous benefits. <br /> Availability of permanent affordable rental housing will reduee the visible presenee of <br /> the ehronieal{y homeless sleeping on the streets, in a{leys, and in public facilities. The <br /> supportive environment builds trust among the residents and the service providers. This <br /> greatly enhanees the likelihood that residents with needs will avail themse�ves of the <br /> various serviees offered. It is atso iess exp�nsive to ereate and sustain permanent <br /> supportive housing than to provide public serviees for people living on the streets.Z <br /> TMe Plar�r�ina Process <br /> The Neighborhood Housing Development Corporation (NHDC) was awarded a grant by <br /> the Corporation for Supportive Housing (CSH) to develop a five-year plan to provide <br /> permanent supportive housing for chronieally homeless persons in Decatur. NHDC <br /> worked in eonjunction with City of Decatur's Department of Eeonomic and Urban <br /> Development, the Maeon County Homeless Council and CSH in eompleting the effort. <br /> Speeific purposes of the plan are: <br /> 1. To ider��ify ar�d assess the leve{ of ehronie homelessness in the area. <br /> 2. To create a sirategy to end ehronic homelessness and develop an aetion plan to <br /> ereate permanent supportive housing for chroniea{{y homeless persons over the <br /> next three to five years. <br /> 3. To leverage a $500,000 HOME grant from HUD to the City of Deeatur to <br /> maximize housing production and attract additional public and private resourees. <br /> �The New�ork/New York Study discovered an annual cost savings of$16,282 per year per person <br /> placed in permanent supportive housing. The largest savings came from decreased medical care, <br /> hospitalizations, and use of emergency shelters. <br /> PAGE 111 <br />
