FIVE YEAR SUPPORTIVE HOUSING PLAN <br /> FINAL REPORT <br /> permanent supportive housing. These include high construction costs, the need for long <br /> term subsidies, public housing admission policies, and credit problems. <br /> Proposed Housinq Strate�v <br /> The proposed permanent housing production plan targets four distinct market segments <br /> (subgroups) within the chronically homeless population. Typical resident profiles were <br /> used to select appropriate housing products for each segment. The study recommends <br /> a five-year goal of creating 95 units of permanent supportive housing: 30 safe haven <br /> beds, 40 single room occupancy units, and 25 supportive living apartments. <br /> Financing for these projects will be secured by leveraging HOME dollars with HUD's <br /> Continuum of Care Programs and other funding sources including the Illinois Housing <br /> Development Authority, the City of Decatur, the Federal Home Loan Bank, and the �, <br /> Illinois Department of Commerce and Economic Opportunity. Three well established <br /> nonprofit and supportive housing providers will develop these projects: NHDC, Dove, <br /> Inc. and Heritage Behavioral Health Center. <br /> Proaosed Permanent Supaortive Housin� Developments <br /> Three developments that will provide up to 30 units of permanent supportive housing <br /> have been identified as the first phase of the plan. The $500,000 in HOME funds will be <br /> used for construction and /or permanent financing to create housing for the chronically <br /> homeless that is valued at more than $1.9 million. <br /> Recommendations <br /> To ensure successful implementation, the plan advocates for changes to a number of <br /> current housing policies and practices. These include the following: <br /> • Addressing the prohibition of rental assistance to individuals with criminal histories <br /> and substance use problems, <br /> • Eliminating tenant-paid utilities to overcome past credit problems. <br /> PAGE V <br />
