Nooden,Assistant City Engineer <br /> SUBJECT: Sanitary Sewer Herbicide Root Control, City Project OS-20 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Sanitary Sewer Herbicide Root Control, City Project OS-20, to Tele Scan, Inc., as <br /> the lowest, responsible bidder in the amount of$63,070.35, and that the Mayor be authorized <br /> to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> Sanitary sewer lines are extremely susceptible to root intrusion due to the type of loose jointed <br /> pipes historically used for construction of sanitary sewers, and the proximity of trees that have <br /> been planted in or near the right of way. <br /> Root growth easily extends through backfill materials to find an attractive source of year <br /> round moisture within the trench line. Roots ultimately penetrate the joints and cracks of <br /> sewers in search of water and grow to fill the main, trapping solids and impeding flow, <br /> thereby creating a significant source of sewer backups. <br /> The project consists of the application of a root herbicide to retard and eliminate any root <br /> growth present in the target lines. The herbicide chemical is combined with a foaming agent <br /> that is applied by means of jetting equipment to the inside of the sewer pipe. Foam fills the <br /> pipe and causes the herbicide to cover and stick to any tree roots that it comes in contact with. <br /> The herbicide proceeds to kill the roots that are in the pipe and within a short distance of the <br /> outer wall while leaving the main tree structure undamaged. <br /> Project locations have been determined through the evaluation of televised sewer inspection <br /> reports and videos. The herbicide root control program is intended to supplement root cutting <br /> work performed by City maintenance crews. <br /> The project plans and specifications were prepared by Engineering Division staff. The project <br /> was advertised October 18, 2005, and bids were opened on October 31, 2005. The results for <br /> the letting are as follows: <br />
