Crowe, Economic Development Coordinato�� <br /> SUBJECT: West Main Streetscape Concept Plan—Professional Services Agreement <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached professional <br /> services agreement with Massie, Massie and Associates to develop the concept plan for the West Main <br /> streetscape enhancement project. The proposal includes formulation of the concept plan for the West <br /> Main Street corridor from Fairview Avenue to Church Street. Informational meetings with the public <br /> and the Olde Towne TIF Advisory Committee are included in the proposal. The concept plan will not <br /> exceed$14,300. <br /> BACKGROUND: Streetscape enhancement for West Main Street from the downtown to Millikin <br /> University is a vital component of the Olde Towne Redevelopment Plan approved by the City Council <br /> in May of 2000. The project will increase the linkage between Millikin University and the downtown, <br /> provide an aesthetically pleasing streetscape, enhance the pedestrian environment and provide a <br /> dedicated bike lane. <br /> A resolution approving the use of a line of credit from area banks providing the $2.6 million required <br /> for the project is also being brought before the City Council for approval. <br /> INPUT FROM OTHER SOURCES: N/A <br /> POTENTIAL OBJECTION: N/A <br /> STAFF REFERENCE: Any additional questions may be forwarded to Greg Crowe at 424-2725 or at <br /> gccrowe(a�decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: The concept plan expenses are an eligible project cost to be <br /> paid from the project financing. <br />
